In this blog post, we are breaking down one of the most important frameworks you need to understand before sitting for a reading certification exam, whether that is the Foundations of Reading Test (FORT 190 or 890), the Science of Teaching Reading (STR 293), or the Praxis Teaching Reading 5205. If you have ever opened a practice test and felt overwhelmed by the answer choices, this post will show you exactly what test makers are looking for and how to spot the right answer before you even finish reading the question.
Why the Exam Objectives Actually Matter
Most candidates skip past the objectives section of their study guide. That's a mistake, it's where the exam writers tell you exactly how they think.
These exams are built around Bloom's Taxonomy, which moves test takers from basic recall toward more complex critical thinking:
- Early questions ask you to recall foundational concepts
- Later questions — especially the constructed response — ask you to analyze a classroom scenario and build an instructional plan from scratch
Understanding this progression tells you what kind of answer each question is actually looking for, before you even read the choices.
The Three Words That Show Up on Every Exam
Search your exam name plus "test specifications" or "blueprint," and you'll find the official document test writers use. Three words appear over and over:
- Explicit — the teacher directly models a skill in front of students, rather than hoping they pick it up through exposure
- Systematic — skills are taught in a deliberate continuum: phonological and phonemic awareness → phonics → fluency → vocabulary → comprehension
- Recursive — students and teachers circle back to earlier skills to support more complex text
These aren't filler words. If you see explicit, systematic, or recursive in an answer choice, it's very likely the correct one.
The FAB Five: The Reading Continuum
Nearly every reading certification exam tests the same five skills, sometimes called the "FAB Five":
- Phonological and phonemic awareness — code-based skill built on sounds
- Phonics — code-based skill built on letter-sound correspondence
- Fluency — the bridge between code-based and meaning-based skills
- Vocabulary — meaning-based skill
- Comprehension — meaning-based skill, dependent on everything before it
Knowing where a scenario question sits on this continuum helps you predict what kind of instructional move the "correct" answer will describe.
Think Like a Test Maker, Not a Test Taker
Here's the single most useful strategy for any of these exams: read the answer choices before you read the question.
Eliminate answers that describe outdated or ineffective practice, such as:
- English-only instruction for English language learners
- Whole-group instruction that never changes or differentiates
- Moving a student forward before they've mastered a prerequisite skill
Look for answers containing these words, they consistently point to the correct choice:
- Explicit
- Modeling
- Scaffold
- Formative
- Metacognition
Watch for the three-to-one pattern. When three answer choices describe a similar skill or approach and one stands clearly apart, the odd one out is usually correct. This pattern shows up across most standardized tests — including the ones your future students will take.
Assessment Types You Need to Know Cold
Expect questions asking you to identify the assessment type in a scenario. Here's how to tell them apart:

| Formative | Happens in the moment, directly informs instruction | "Adjusted her lesson that same day based on what she observed" |
| Diagnostic | Pinpoints a specific skill gap after a concern is flagged | "Following up on a screening result" |
| Screening | Broadly flags students who may need support | "Given at the start of the year to all students" |
| Summative | Measures outcomes at the end of a unit or course | "End-of-unit test" or "final assessment" |
Exam writers favor formative assessment heavily in scenario questions — if a teacher is adjusting instruction in real time based on observation, that's formative, every time.
Putting It All Together for Your Constructed Response
Whether you're preparing for the FORT, the STR, or the Praxis 5205, your constructed response should use the same vocabulary the exam is testing you on: modeling, scaffolding, explicit instruction, formative assessment. Graders are looking for evidence that you understand the continuum, not just that you can name a strategy in isolation.
The One Thing to Remember
If you take nothing else from this post: before you answer any question, ask which point on the reading continuum it's testing, and scan the choices for explicit, systematic, or formative language first. That single habit will get you most of the way to the correct answer on a huge share of these exams.
